SCCC Module A Practice Test

The boundary between military involvement and civilian enforcement is tested by the Posse Comitatus Act. This law prohibits federal military personnel from enforcing civilian laws inside the United States, so during DSCA missions the emphasis is on supporting civilian authorities rather than carrying out law enforcement actions like arrests or investigations. There are narrow exceptions (such as the Insurrection Act or other specific statutes), but the general rule is to keep troops in a supporting role—providing logistics, security, medical aid, evacuation, and engineering help—while civilian agencies handle enforcement tasks.

Other acts touch on related but different areas. The Economy Act deals with funding and interagency transactions. Title 10 U.S.C. outlines the powers and organization of the armed forces but does not, by itself, restrict domestic use. The Stafford Act creates the framework for federal disaster response and coordination with state and local authorities, but it does not establish the domestic enforcement boundary that the Posse Comitatus Act enforces.
